Redacted Mental Health Police Report of Catholic School Killer Reveals Police were Assisting State Agency

It’s interesting how quickly stories fade and none so quickly as those involving the mental health of a school shooter. Case in point is last week’s shooting at Annunciation Catholic School in Minneapolis, MN.
For decades, AbleChild has looked into the tragic school shootings that have taken so many innocent lives. Often, the one thing that connects these shooters is a mental health background and prescription psychiatric drugs. Sometimes it takes years for this information to be made public and other times, as in the case of Nashville Covenant School shooter, Audrey Hale, people fight to have the mental health information classified, hidden from the public. When deliberate actions are taken to hide that information from the public, it is a red flag that not only is mental health “treatment” involved, but it is usually overwhelming. In the case of Hale, it was first reported that there was no mental health issue only later to find out she had been a mental health patient for twenty of her twenty-seven years.
So, what’s going on with the Minneapolis shooting? Was shooter, Robert/Robin Westman receiving mental health intervention at the time of the shooting and had he received it at any time in his life? There has been a host of hints that would leave one to conclude Westman had been the recipient of mental health intervention, which always includes psychiatric drugs.
For example, Westman wrote in his “manifesto” that “unfortunately, due to my depression, anger and twisted mind, I want to fulfill a final act that has been in the back of my hear for years.” Westman further wrote, “I know this is wrong, but I can’t seem to stop myself. I am severely depressed and have been suicidal for years…”
Other musings in his manifesto also lead to prior mental health intervention such as “I really just want a place to put my thoughts. I can’t talk to a therapist or family cause I will immediately be reported and put on a watchlist!” Westman also says “I basically promised I didn’t do anything…I don’t remember ever talking to a therapist.” These musing are the words of someone familiar with mental health lingo and processes.
But let’s also consider the two police interventions reported. The first apparently occurred in 2016 when Westman was 14 years old. Police were reported to have been dispatched to the Westman home responding to a report of a “criminal offense.” Then in 2018, police again were summoned to the Westman home over a “mental health” issue with a juvenile. Both reports are heavily redacted and provide no details of either emergency.
The redacted police report from 2018 noted that the Eagan, MN police were “assisting another agency” on the mental health welfare check. This is the only agency-specific detail visible before the narrative is redacted; the identity of the other agency is not revealed in publicly released portions, but the presence of a second (non-Eagan) authority is explicitly listed in the unredacted fields of the report. This means a State agency in MN has records of interactions with this school shooter prior to his killing spree. Any prior relationship the State had with the killer must be brought to light. This is necessary to protect those in need of, or seeking, mental health products and services. The State is not above the law and concealing any records of a state agency’s involvement indicates potential criminal activities and human rights violations.
Ironically, law enforcement always knows far more than it is willing to share. Why? One can only conclude it is protecting everyone but the public. For example, in the case of Westman, Police Chief O’Hara explained there wasn’t any information “indicating that the school shooter suffered from any type of mental illness that would preclude her from obtaining pistols or semiautomatic weapons…”
O’Hara isn’t being quite as open as he could be. Stating that the shooter didn’t suffer from any type of mental illness is quite different than saying “any type of mental illness that would preclude him from obtaining pistols or semiautomatic weapons.” It’s well known that the only way an applicant for a firearm can be denied is involuntary commitment or found incompetent by a court.
O’Hara must stop playing games. Did Westman suffer from any mental illness at any time during his young life? Why wouldn’t O’Hara give the public this information. O’Hara knows all this information but, instead, O’Hara played semantics. It’s not helpful. The public needs to know if Westman is another in a long line of school shooters who were recipients of the mental health industry and pharmaceutical “treatments.”
Further, if Westman was the recipient of the 2016 and 2018 mental health welfare checks (one criminal) were they referred to Child Protective Services for family intervention services. If so, there should be a record of Westman’s referrals. Can Police Captain O’Hara enlighten the public about these possible red flags?
Media outlets are reporting that Westman’s manifesto reflects “undetected” mental health issues. How can anyone know this? Nothing has come from either the family or law enforcement about whether the shooter was or was not ever “treated” for mental health issues. And, naturally, if Westman had seen a mental health specialist- a therapist – that “professional” certainly isn’t about to make themselves known as the “treatment” provided was an unmitigated disaster.
It may take time for all Westman’s mental health history to become public, but it will, and it should have been released immediately. Why the public receives minute details about the weapons used in the tragic assault but remain clueless about any type of mind-altering drug the shooter may have been on is criminal.
With one in four Americans taking at least one prescription psychiatric drug every day just to function is reason enough for law enforcement to make public the shooters’ mental health histories…including psychiatric drug use. It isn’t a question anymore of whether mental health intervention played a part in a school shooting…it’s just a matter of when the public will be informed about the shooter’s mental health “treatment.”
